The Security Industry Regulatory Agency (SIRA) was founded in 2016 by a decree issued by HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. SIRA's goal is to provide high-levels security by deploying multinational security equipment and services.

SIRA serves as a regulatory authority to ensure that Dubai remains the safest and most secure city in the world. SIRA is responsible for protecting lives and property by establishing highly secure systems, proposing new rules, educating the new security staff, and inspecting new facilities in accordance with the vision of "Security leadership for long-term protection." According to SIRA, there are currently 698 security services in Dubai.
SIRA certification is required for security businesses, personnel, and products to operate in Dubai. To conduct out training sessions and assessments, SIRA has its own training center named " Security Cadre Training Centre" (SCTC).

How can I apply for SIRA permission in Dubai?
SIRA has an online application platform for CCTV system clearance. The portal is accessible to any SIRA-approved Security Service Providers (SSP). To begin, you (SSP) must upload all system details to the online portal, including the model number, camera name, IP address, schematic diagram, and maintenance agreement. After you have completed the paperwork and installation, you can request an audit from SIRA.
When SIRA receives the audit request, an auditor will be assigned to inspect the CCTV system. The auditor will schedule a site audit. During the site assessment, the auditor will determine whether or not your CCTV system adheres to SIRA norms and regulations. If the system is totally compliant with SIRA requirements, you will be awarded a "PASS" certificate. If not, the auditor will issue a "Fail" report outlining the explanation for the failure as well as the actions/changes required to make it "PASS." After resolving the issues, the SSP may reapply for auditing.
The Auditor uploads the approved inspection report to an online portal, and SSP receives a NOC. The license for the company or establishment will be valid for one year only.

Cameras with VSS
They must be colorful and visible.
The cameras should be designed for security purposes and should be able to operate continuously for an extended period of time.
Outdoor cameras should have an IP66 grade and be housed in a protective container.
Auto Iris must be utilized for situations where the illumination changes throughout the day.
Cameras deployed at 4 meters or higher must have remote zoom and focus capability.
Cameras with audio microphone recording capabilities are not permitted unless approved by SIRA.
Cameras with Analog Signals
On the equivalent system, the color must be present and the resolution must not be less than FullHD1080p.
The color scheme must be compatible with the UAE's PAL (Phase Alternating Line) color scheme.
The signal-to-noise ratio must be greater than or equal to 48dB.
Digital cameras
must be color and have a resolution of at least FullHD1080p.
Without maximum speed constraints, variable bit rate must be activated and fixed bit rate must not be used or active.
They must be compatible with any standard security system management software on the market, or they must be capable of directly connecting to well-known standard systems.
The signal-to-noise ratio must be at least 48dB.
